PNP in 2025: Why You Can’t Just Apply Anymore - And What to Do Instead

What is an EOI, and Why Should You Care?

An Expression of Interest (EOI) is not an immigration application. It’s a profile — your digital resume — submitted to a province’s immigration system.

You’ll be scored based on:

  • Your Education
  • Work Experience
  • Language Test Results
  • Connection to the province (work or study experience)

Provinces then conduct regular draws, inviting top-ranking candidates to apply for nomination. No invitation = no application.

You Can’t Apply Directly Anymore in These Provinces:

As of spring 2025, EOI systems have replaced most direct PNP applications. Here’s where they’re now required:

  • British Columbia
  • Alberta (a new system for several streams)
  • Ontario
  • Manitoba
  • Saskatchewan
  • New Brunswick (enhanced pathways only)
  • Newfoundland & Labrador
  • Prince Edward Island
  • Yukon (employers submit EOIs on your behalf)
  • Quebec (separate system but based on same logic)

Not yet using EOIs:

  • Nova Scotia
  • Northwest Territories
